Government response means a significant number of businesses will not survive

The news reports a significant number of businesses are not expected to survive the corona virus restrictions. For instance many airlines may go under, perhaps leaving the firmly established airlines to monopolise and dictate prices as they once did. Can the government defend the extent of the restrictions they are asking of Irish businesses? And who is ultimately dictating?
