According to a report, in Nagorno-Karabakh thousands of armenians are without food and shelter and many are displaced from villages and sleeping in tents or in the open air in the main city known as Khankendi by Azerbaijan. Reportedly, Khankendi hosts a base for russian peacekeepers, five of whom were killed during the fighting. According to the report, Azerbaijan said it was working with russian peacekeepers to disarm armenian militants, one of its demands in return for a ceasefire. Reportedly, Azerbaijan showed off weapons such as a few tanks and many guns captured when armenian militants agreed to disarm.

According to the report, the region has been under armenian control for three decades and armenians have asked for a u.n. mission to monitor the rights of armenians living in Karabakh now, saying their very existence is under threat. Reportedly, Azerbaijan who deny the accusation say they envisage an amnesty for armenian militants who give up their arms, who can leave for Armenia if they choose. According to the report, Armenia has set up facilities to take in thousands of armenians from Karabakh.
